What do happen, when buyer did not pay for an item and I open a case and its been finished him ended not paying for it.

Will it affect his buying performance in the future or ebay will restrict him from buying again? 

Or is there any way I can do, for him not to do the same to the other new seller like me?

Once you close the dispute they get a non payer strike.

If they have 2 or more issued in the last 12 months then they can not bid on items that sellers have the blocks for to block non payers with strikes.

To put these blocks in place hover your mouse over account in your my eBay page and from the drop down click on Site Preferences then go down the list till you see Buyer requirements and to the right of that click on show then click on edit. From there you can put in place the blocks you want, to stop those you want to block from purchasing from you.

Also you can add that member to your blocked bidder list by copying and pasting their ID into here
