a buyer cannot just cancel paypal payment.
when this does happen it is usuallybecause the Seller has given wrong information about their paypal link, if you put in one letter wrong in your listing the money will sit unclaimed.
also if you are not registered with Paypal as a premier a/c you cannot receive payments from ebay buyers.
when such things occur the money sits UNCLAIMED in paypal until the buyer claims it back or the seller fixes whatever the problem was.
