What is the deal with the 5000 free listings for 7 days?

I have received this 5000 listing offer 3 times in as many months (7 day listings) and usually have 7 days to use them fro the promotion period. For some reason my current GTC listings don't qualify. Does ebay think people will use them and should I be making up 5000 listings flooding the site with items? It would seem to take quite some time...

The offer also comes under the promotion tab in MyEbay along with the "free" listings that come with an account. I always thought it was part of the store package by default, non stores owners get some as well. So will they be gone soon? This seem really dodgy to me for a lack of a better word.

They have to be new listings not GTC.

If your store items are listed for 30 days then they will come under the free 5000 when you relist them.

The easiest way to get past the GTC listings not qualifying is to end any listings that end in that 7 day period and relist them. Then they qualify as a new listing.
