I use Windows Photo Gallery for that (it's free), there's probably an equivalent if you have a Mac, but I can't say how good it is.
I also use PhotFiltre (free version) for some other tasks, as well as PicMonkey (online editor, the basic stuff is free but you can sign up for a premium account if you want some of the fancier stuff) for some other stuff, as I find each one is really good for some things, not so good for others.

Download Photoscape, it's free and very easy to use, but quite powerful.

Windows Paint is adequate for my needs, therefore it is not shocking for me.

I use Pixlr online editor.
Seems to have the stuff I need and its free.

The one penny said is good.
I just went out and bought myself a $320 digital second hand Canon ed 400 with a 50mm lens.
That camera is amazing.
I am not going to use stock photos again(internet photos), and remove the ones I have hopefully this wekeend.
