You don't need to spend money on a template to have uniformly formatted and attractive listings.
I used to use some of the free ones, which are widely available, but then I decided I wanted something more unique to my brand and bought a couple of templates here on eBay, they can range from less than $2 to over $2k if they include store design etc (they can't be sold on eBay AU, but they can on other sites; click >this link< to get worldwide search results).
For the last couple of years, however, I've been using a template I designed myself via Freeform2, which is 100% free to use but requires a little time, effort and a moderate understanding of how to edit the templates to your liking (if you know how to upload images, and use programs like paint, a little exploring of the available options will make things quite intuitive in no time - it helps to have some design elements already in mind / at hand, like colour palettes and background patterns, if applicable).
As for the discussion boards, there's no policy in place saying this is supposed to be a "fun" environment. Fun can be had here, but that doesn't mean every thread and discussion is supposed to be "fun". This is a place to discuss selling on eBay, fun doesn't always come into it, for some I warrant fun harldy ever comes into it. It's a place where serious discussion topics are posted and important advice / debates can take place. To be perfectly honest with you, I would appreciate your threads even less than I do now if the forums were as busy as they used to be, and your constant posting of (as I have said before) questions of dubious merit was distracting from - and burying - serious threads.
I don't think an OP who is experiencing buyer fraud has ever expected their thread to be "fun" - I daresay they've expected it to be informative, helpful, possibly cathartic, possibly disappointing, friendly, respectful.... or any number of other things, but "fun"?
Or, let me put it another way - if, as you say, the forums are supposed to be fun, and no one else here finds your threads fun, what happens then?
