Why am I being charged a listing fee when I have 10 free listings left?

Auction? Except for collectables, auctions aren't free.

Relists? They count as listings, but the counter down the bottom should give real-time numbers.

You might like to back track and check how many categories you selected to the put the listing in. 

Only the first category is free. Had this happen myself, when I thought I had changed a category, but had accidentally added a category, so it appeared in both.
