Something can be done about them but it is up to you to do it.

Make sure you open and follow through on an unpaid item dispute and then make sure you have your buyer preferences set to block bidders with more than one unpaid item strike in the last 12 months, you can also apply blocks to those with a minus feedback score and those who are not phone vewrified.

You can't block bidders that are not phone verified any more if they have a paypal account or creditcard
