Why do scammers steal so much money when they know paypal is going to take it back off them?

It doesnt make sence.
I have seen many scammers selling loads of underpriced items.
Say a $1000.00 nickon camera and then only sell theres for $500.00

Heaps of people buy them of them, and then BAM! 1 or 2 days later there account has been suspended and every one is leaving negatives and opening cases with paypal to get there money back.

So what is the point.
The scammers know that paypal will come after them and will take the money from there bank and make the banks chase them for there debt, Its in the paypal agreement when you sighn up.

Whats the deal?
