Too many times I've been burned on ebay by overseas bidders. Since USPS no longer offers delivery confirmation overseas, all the bidder has to do is claim they never got the item, and ebay automatically refunds their money. So I stopped selling overseas. Yesterday the winning bidder was from Australia, the auction specifically states no overseas shipping. I contacted the guy, filed a cancel transaction with ebay. The bidder rejected it, and ebay tells me to complete the transaction, WTH? Why makes rules if you're gonna enforcecthem?

You are posting on the Australian boards here and according to the two items you have listed you do post Worldwide, albeit with very expensive postage.
As far as I am aware the USPS services that offer tracking comply with the paypal rules for seller protection, including the eDelCon service which can be used with First Class Mail International. This makes for quite reasonable postage costs with full paypal protection.
I can't say I am surprised at the buyer rejecting a Cancellation Request....after all, he did win an Auction from a seller who advertised his items for sale Worldwide. You will be lucky if you don't receive another neg for refusing to complete the transaction.

Totally agree with lyndall & robin.
The book you sold on 07.10.14 (or 10.07.14 to you) makes no mention in the listing of not posting worldwide yet does state that you post to Australia.
BTW, your tone in your post & feedback reply does you no credit considering the type of items you sell.....IMO.

I looked at both your current listings and your completed listings and they all either say that you post worldwide where there is a postage amount, or 'will post to Australia' and to ask seller for a postage quote. Nowhere does it say you don't post overseas.
You need to go into your settings and block all overseas countries if you only want to sell to your own country. Otherwise, you are going to keep getting overseas buyers who think they are legitimately able to buy your items.
You can't just cancel a transaction post sale because you decide you don't post to that country any more, when your listings say you post worldwide with no excluded countries. It's going to make for one very unhappy buyer, who will more than like give you a negative and trash your stars.
Now that he has rejected your cancellation request, you have 2 options. You can send him the book, or you can lose your FVF's. If you decide not to send, don't be surprised if he opens an item not received case against you, which will add another defect to your account.
