When I try and list a new item, the listing is asking for a business type and wants me to link a bank account. I am not in business and I use paypal.
I am unable to list items. Is that the new normal ebay? eh.

Yes. it is normal, sellers cannot use Paypal for their sales any more. You have to sign up and get verified for Managed Payments and provide identity checks and a bank account.
At the moment buyers can still use Paypal but it is processed by Adyen into your nominated bank account.
To add, if you haven't sold in over a year eBay will see you as a "new seller" and holds on you money will happen, but you must still send goods within you handling time.

Ebay moved to Managed Payments 2 years ago. There were numerous emails about it, and most of us also had a banner in our seller hub directing us to sign up.
You'll need to go through full verification in order to continue to use the platform.
A drivers licence or passport is required and you'll need a bank account in your name. There is no more Paypal for sellers. All details will need to match to the exact letter.
If I remember correctly, the general business type is that you're a sole trader, unless you operate under a different structure (I signed up in 2020, so my memory might not be exact).

Are we in the matrix, ebay change it back so I can list asap. Stop listening to people that change the timeline.

eBay do not read here
If you have not signed up for and been verified for Managed Payments, then you cannot sell
If you have signed up and been verified, then you need to contact eBay to find out what is going on
No idea what you mean by 'people that change the timeline' (bit early in the day for that where I am)
