This is a bit extreme, I have never heard of ebay restricting anyone's account because of a false positive feedback. They don't even restrict anyones account for leaving a seller an unjust negative !! Believe me I know !!
We have had a lot of correspondence with ebay about feedback and as sellers, we USED to be able to leave a red dot for bad customers but we cannot anymore. They can for us, we cannot for them. Not fair I know but this is the way it is, the only thing we are allowed to do is if they don't pay, you file an unpaid item dispute. If they still don;t pay, they have a strike against them and as someone else said, you can change your settings so that anyone who has had 2 or more strikes in the last 12 months won't be able to buy your items. It won't change.
So as far as feedback goes, you cannot do anything. He will have a strike if you did an unpaid item dispute and that's as good as it gets
