Sellers can't leave negative feedback. And no feedback can be left by either buyer or seller after an Upaid Item Case is closed.

ebay will give the buyer a strike and if you have your blocks in place they wont be able to bid or buy

You don't need to. Your buyer got a strike because you did the right thing and opened a case.

Many sellers are now setting blocks on their accounts.

Anyone with 2 or more unpaid strikes can't bid or buy from sellers with blocks.

To set your blocks, hover over account tab and select site prefs, buyer requirements.

Then show and edit.

Set the blocks you want and add anyone to your blocked bidders list at the bottom. (BBL)
