If you are wondering whether it is possible, the answer I think is that they will be unable to remove the feedback but they may still be able to make a follow-up comment on the feedback they left, to mitigate it. You of course can also 'reply' to it, if you wish.
Happy to be corrected on this.
It could be that if the revision period has expired, it might not even be possible to leave follow-up comment. Not sure on this, as I've never tried.

If the buyer has expressed their desire to remove their negative by eBay messages, you can try and get it removed by eBay by ringing them and asking them to review the message that the buyer has sent.
You may have to try this several times until you get a rep that is helpful.

Correct on all counts. I believe the follow-up period is either 30 or 60 days but I'm not sure which.
I'm pretty sure that follow up feedback can be left well after a year since the original feedback, I tried it a while back and managed to go back a couple of years. (not that anyone's going to see it since the negs disappear after 12 months..................)

I left a follow up 4 months later too, so I think you're right in that it lasts a lot longer than the ability to leave the feedback initially.
