Can you change an auction from a starting bid price and buy it now to a make an offer once the auction has started?

I have trouble signing in to revise my listing, but not with 'my ebay'

I tried revising my auction listing but I cannot sign in, it just reloads another sign in page, I can still access the 'My Ebay' page thru the sign in page, what am I doing wrong?
