Did you send it with tracking inclding SOD, extra cover or by click & send? If so then you should be able to see from the tracking if it has been delivered or where it is in the delivery process. If it shows as still being in the system then ask the buyer to wait a few more days.
If you did use a Paypal qualifying service and it shows as delivered then tell them to open a Paypal dispute, if you can provide proof from one of those options above then you should win the dispute and it will be up to the buyer to figt it out with Paypal.
If you did not send it with suitable tracking then you can still ask them to wait a few more days but as you would lose a Paypal dispute anyway you may as well refund them in full including the postage as that is what Paypal would force you to do.

i see item is posted from tas and depends on where item has been posted too.
within the past two weeks since posting there has been a long weekend so it may be a little slower arriving. on all aussie post recipts has an id number add that to tracking and it may show you as to where your item maybe.
