email the buyer one more time.
say you need the item collected by .x/y/date.
if it i not collected you will refund $x, after deducting your costs, (you are unlikely to get your fvf back from ebay as he prob. wont agree to a cancellation of transaction, so make sure you at least cover you fvf and your time).
aftr that date, make a partial refund, via Paypal from the original payment to you, after deducting your costs.
you can then either relist, or dump it.

People please learn...pickups must be "cash only on collection". Anything else opens doors you don't want opened. I've learnt this the hard way over nearly 13 years on here. The moment you allow the buyer to pay first (on-line) and then collect you are going to have problems with a good percentage of pick-up buyers. WHY? Because too many people think once they have paid for the item (as they think that is all a seller cares about anyway) then they can take as long as they like to collect. Even when the item has been expensive, they just don't get gentle hints like it's Christmas and we are going to have a house full of kids and your item may get damaged, please collect!! It has nothing to do with avoiding PAYPAL which is useless for protection anyway with pick-ups and why do you need the added fees anyway?

Please learn the rules.
Except for specific categories, a safe payment method must be offered and therefore accepted, even for pickup items.

At least I know the rules. I also know the ways around the rules. None of which include refusing to accept a safe payment method when I offer one.
But I bow to your massive experience. Which doesn't seem to include any sales of pickup items.
