Just wondering if other sellers have refused or accepted a bid from a buyer with 0 feedback,I am aware we all have to start sometime but this buyer has been a member for almost 3 years and has never bought anything and bid on this item an hour after it was listed.I think these new rules are making me a bit wary I don't want to offend them as probably genuine,a week before auction ends so maybe outbid and won't have to worry about it.

What I did, was to send them a very polite message, saying that if they need any help with ebay, to contact me and I would very gladly help them through. Most times they would say thank you. If they replied back, that was always a good sign IMO.

I deal with people buying a particular text book from me and they often have 0 or very low feedback scores. I walk them
through it very nicely, telling them when to pay. Most are very on the ball and appreciate the help.

They may not be 'new' ebayers either, just using one of their accounts (registered 3 years?) they haven't used before to buy an item
I opened this account as a posting ID (have two other ones long standing). Had to buy 10 items to be able to make unlimited posts at that time. I bought first item ... fb left says ' Welcome to eBay etc"
If a buyer has a particular item as a saved search.. they get an email when those items that are listed. This enables buyers to bid/buy fairly quickly after item is listed.
