Not sure. I know you can't do it the other way around.
Try it and see.
If you got confirmation from the other party that they would accept a cancellation, and you got it through eBay messages, you should be able to get eBay to refund your FVF anyway.

once they reject the request to cancel you can not open a non payer dispute.
If they have agreed by ebay messages to cancel then they rejected the request when you sent it then call ebay and they will do a manual refund of the fees when they can see they would agree to cancel.

I would advise considering the reason the request was rejected and why they are not paying before attempting to open a dispute, as while it can be done, I can't condone opening a UPI dispute if it would be unfair to the buyer (and I'm not saying it is, just that it's kind of reliant on the specifics of the circumstances, and I don't know the specifics of these circumstances to say one way or the other whether I'd recoomend the UPI dispute).

I have had people ask to have a cancellation, then when the cancellation request is sent, refuse the cancellation or just ignore it.

If they ask to cancel then reject it call ebay and they can see the messages and will credit the FVF manually.
Then make sure the offender/s are on you blocked bidder list
