i am planning to list an item for sale but is it allowed to list it on another country where there is ebay.  The actual item will be coming from the same country.  i hope my question is clearly understood

Yes you can list it on ebay.ph

Just make sure the postal information is correct in the listing and alo the item location.

And mention in the description the item will be coming from Phillipines.
