eBay provides some text formatting options, but for backgrounds and images you need to use HTML codes - I recommend finding a HTML template (there are a lot of ready-made ones you can find for free, I personally use one that I customised myself via FreeForm 2 via Robshelp, which is very simple to use and create individual listings from). That way, it's just a matter of adding in the description and images for an individual listing, grabbing the HTML code for a completed listing description and pasting it into the HTML section on eBay's listing form (or tab in Turbo Lister).

Understanding that some (a lot of) potential buyers aren't interested in bells and whistles, but relevant information as to item description and cost.

What looks good to a seller is not necessarily attractive to a buyer.

Agree with you Dave.

Simple but attractive. An elegant border can be better than a coloured background if you would like effects.

Some listings are difficult to read if they have a coloured (non-neutral shades), busily detailed or moving background.
