The FVF's is worked out on the whole sale cost. If you are charging the buyer $220.00 then the FVF is worked out on that amount. If the buyer pays $85.00 for the purchase FVF is worked out on that amount.

A multi billion dollar per year turnover company, can't get a FVF calculator to give a ballpark quote - spare me .....

If you enter both a domestic post price and an international post price as the OP did, it defaults the cost to the domestic post option.
You would think that some flag or message should indicate that estimate is for domestic only - or block entry of both post prices at once.
I can understand the frustration for those that are no so familar with calculation of eBay FVF and how the increase in FVF on international post can be signficant and somewhat of a surprise.

Ah, so it does. I didn't try to enter both a domestic and international post cost.

And just to add insult to injury, I read on the boards here somewhere you are not allowed to include the additional fvf for postage in postage and handling for International sales, you are supposed to include it in the sell price of items. So, as my items are relatively small, fvf for International Registered is between $2 and $3 normally. Am I really going to rip off all my local customers and add $3 to every item - won't sell much doing that. I'm taking a risk I know, but I add $3 P& H for overseas orders, and if I ever post unregistered overseas, I drop the $3. I don't sell much overseas, but every sale helps. If I get done for it by eBay, then I will just stop selling Internationally. Works well for me, but almost all my items are Large Letter, so it's easy to have set prices.
Probably no help to OP - well not now anyway, but maybe for future reference - if you can calculate overseas postage cost when listing, then adjust P&H accordingly . . . . . .
