It does appear that Ebay gives preferential treatment to higher turnover sellers and turns a blind eye to their fraudulent seling techniques. I have reported a particular seller many times to Ebay but no action is ever taken and I even doubt if any of the reports have been investigated!! I am glad I have screen shot everything. We have a journo student that is looking at a thesis subject on Online Fraud and Ebays politics is of great interest to them. Anyone else have something to offer that could form part of her thesis on online fraud? Many thanks!

My opinion is that any student who pays more than passing attention to fraudulent listings on ebay when composing a thesis on on-line fraud is going to fail miserably. Internet fraud runs into billions and the amount attributable to ebay is minuscule. Ebay fraud also works both ways, there are buyers who commit fraud and it is the sellers, plus ebay and Paypal, who suffer a loss. Even with fraudulent sellers the financial loss is usually down to the buyer not using their common sense and the protection offered to them.

I think it is more about finding a concept of defined online fraud and keeping the parameters tight. It could only involve one market retailer - it is more about the the journalistic investigation technique, evidence finding, and reporting structure covering all aspects of due diligence.

Therein lies the problem.
eBay aren't a retailer; they don't sell anything. They are the mall, not the shop.
I hope your friend's professors have a lesser grasp of the law than your friend does. Unlikely.

Ebay provides the vehicle, makes and stipulates the vehicles rules and regulations, but does not adhere the their own principles or enforcement of regulations and knowingly allowing sellers/retailers to trade fraudulently. Here lies the thesis target subject. Providing a vehicle and knowingly allowing online fraud for the sole purpose of profit.
