Hi to whom is concern
i never had an exprince for selling on ebay, and i didnt know about policy that much.
i put one item on ebay for sail, and at the end i couldnt resive the money from the buyer, so she didnt pay for it, wich is fine. i tried to cancel the goods for sail but i couldnt.
i have some email from you guys, it says i have to pay $39.00 !!!!
but i didnt sell the items and i havent resived any money!!!!!
i dont want to sell anything, and i havent sell anything, why should i pay ?
im would like and appriciate it if you concern about it, and also i was very new with it.
could you pls concern that, $39.00 is alot for me on that stage, and also i havent sell anything.

After four days, you can open an unpaid item dispute. That gives the buyer four more days to pay, then if they do not, you close the case and get a final value fee credit.

Then, the buyer gets a non-payment strike. A couple of those and they can be blocked from bidding by any seller.
That is through My eBay, Account, My account, Site preferences, Buyer requirements to set automatic blocks.
Put non-payers on your blocked bidder list so they cannot do it to you again.

You are asking members like your self here not ebay staff.
ebay have no ides the item did get paid for.
What you need to do is open a dispute for payment not received.
This can be done by clicking on the drop down to the right of the sold item and follow the promts to open a non payer dispute and 4 days later close it and this will credit back the fees and stop the buyer from leaving feedback and they get a non payer strike.

Why was that? Did you have a valid Paypal account that they wanted to pay into? To me, this sounds like you didn't. I can foresee a lot of grief if you open a non-payment dispute when the buyer tried to pay, but couldn't.
It might be a better avenue to contact the buyer and ask them if they will agree to a mutual cancellation.
And read the site map, especially the bit about selling.

Why couldn't the seller receive payment from the buyer?
If the buyer truied to pay, but couldn't because of something like a non connected PayPal account, then an UID is a bit rough on the buyer, isn't it? I mean they then get a strike agauinst their name for non payment.
I currently have a situation where I bought something and went to pay immediately. PayPal showed the money as "unclaimed". Contacted seller, they told me to pay by bank deposit. At $105, not going to play that game! Requested that seller fix up their PayPal account, even explained how to send an invoice directly through PayPal (cleared with eBay and PayPal - not trading off eBay) and haven't heard another thing.
So I have an item just sitting there unpaid. I tried to pay. I don't think I deserve a strike for that.

Few assumptions here? We do not know how or if there was any real attempt to pay.
Buyers can also pretend to have paid, such as saying it is on the way by bank deposit.
IF the buyer did not attempt to pay, unpaid item dispute.
IF the seller has not completed their Paypal confirmation, then they can contact Paypal and start the process. If they have a valid account, then the seller should upgrade their Paypal account to be able to receive payment.

The seller only accepts paypal and says in the OP that he could not receive the payment.
I would suggest that he has not upgraded his paypal account to receive payments or has made a typo in the email address.

I didn't assume. I asked why the buyer couldn't accept payment, and then I said IF it was because of the PayPal account.
Is just a scenario that is on my mind as to why a seller can't receive payment.
I know i don't deserve a strike for my situation, and I also know that I would have it removed if I rang ebay. But not everyone knows to do that or even realizes the implications.
I think that it's a bit rough or maybe short suighted of ebay if that is the only way to receive a FVF credit in a situation like that. It's not something I'd ever thought about or encountered before, so apart from a MC, not sure if there is an alternative

The situation seems like seller inexperience to me, so whilst I am an advocate of having all your ducks in a row before you start selling and the hard ass side of me says "expensive lesson for the seller" I also think that maybe there could be a bit of leeway so that the seller doesn't have to pay the FVFs in a situation like this.
Not everyone realizes the real complexities of selling. most don't even realize they are entering into contracts, so for those who have not contemplated these complexities, they probably don't realize all the stuff they are supposed to know, or why it is so important.
but none of that is the buyer's fault.
