I have had an offer made on an item that did not sell and the buyer has asked me to send them an invoice for the item, how do I do this?

make sure the first sale is finalized. Have you had it officially cancelled? Mutual Cancellation od UID?
then either issue a second chance offer (if this person has also bid but was not successful)
or relist the item with a massive BIN but also best offer, and then when your buyer submits an offer you can accept it (well this is how to stop others from buying it if they find it first) and reject those with whom you don't have an agreement.
Of course let your buyer know the title, item number and your arrangement.
This means you don't have to synchronize watches and risk having someone else buy it.
You do need to list the item or second chance offer it so as not to circumvent eBay fees.

what i would do if you still can seeing the item didnt sell
i would put down the title without no pictures and in the description say its for buyer xyz so dont bid
include the postage and give the buyer the item number and they can buy it
