If it is a change of mind return then ebay should follow your return policy. If it is a not as described case and ebay have to step in they always make the seller pay for the return if the seller wants the goods back. I have only ever dealt with change of mind returns so don't know what the usual process is but I suppose technically you have agreed to ebay's terms and conditions which refer to the fact that a seller must pay for a return in those circumstances.

Yes I am working through this at the moment with ebay over a pick up only item. Instead of canceling the transaction after I refused to post it the buyer initiated a return and ebay says I agreed to the return. They understand the item was never posted and they are trying to work it out with me.. At the moment I have to let it all "time out" and phone ebay to try and get my fees back then. Good Luck.. Hi OP,
it doesn't matter what Ebay says or thinks - if you didn't agree to a return and refund and have no intention of doing so (for what ever the reason), you'll have to ring Ebay and tell them so.
And while you are at it, also tell them to feel free to guarantee to buyers anything they like, but only with their own funds.
Also point out that you are obviously much better judge of what warrants a refund and what doesn't than they are - as you are familiar with the item, you don't want the item back, you don;t want to give them a refund - and that's final.
However, if the buyer has a legit reason - then of course you'd do the right thing - without any coersion from Ebay!
Had a collegue do the same thing recently (I mentioned this incident in onether topic the other day), told them she didn't authorise any refund nor she has any intention of doing so as her customer was fibbing, couldn't offer any proof with pictures of the damage, was threatening with f/back (that part fell on deaf ears as this lady couldn't care less about f/back, good, bad or indifferent) - told the buyer to "go on, knock yourself out" (another words, enjoy your self while leaving any f/back you like).
Funny enough, never heard back from that buyer, nor did he leave any f/back.
