Short answer....no.
The only way you could know is if you have your blocks in place and the bidder is shown as unable to bid. But if he is unable to bid it would not worry you, would it.

No the list is private & only ebay knows.
You can block the by having your seller buyer Requirments set to automactilly block Buyers if have x about of strikes in x time period.
This will do all blocking for you
Of coarse New buyers open accounts all time with no history have have yet get strikes & natrually wont block them
Up to you as a seller to issue a strike by going through the NPBD & Close & then that will creat history & will not be able bid

I would imagine that there would be over 5000 eBayers who have strikes against them. Seeing as your Blocked Bidder List is restricted to 5000 eBayers you would still not be able to manually block all eBayers with strikes.
Use the bidder block that blocks all eBayers with more than 1 strike in the last 12 months. It is much more effective, and it is automatic as soon as you check the block box.
