The item I just bought is not suitable can my seller offer a second chance without any penalities

firstly your seller must agree to a mutual cancellation of the transaction ,if they don't then you may find that you are in the one in trouble, you will have to contact the seller and arrange something or they may file an unpaid item dispute.

If the seller agrees, you can request a mutual cancellation of the purchase. They will need to send you the request (which will appear in your eBay messages), and you will have to agree to the cancellation to finalise the transaction and so that the seller can get a credit back of the FVF charged for the sale. The seller can send a second chance offer to the under-bidder at any stage, but it is best all round that your transaction with them is finalised.

If it isn't suitable, why did you buy it? Why do you think it fair to now expect the seller to waste his time, trying to either get what you owe him or get what eBay has charged him. Here is an idea, why don't you pay for it and the list it for sale yourself?
