THERE A CERTAIN SELLER ADVERTISING WORLD SHIPPING BUT THEY KNOW THEIR PRODUCT CANNOT BE SHIPPED OVERSEAS YET STILL WILL DISPLAY WORLD SHIPPING.

So? If YOU know it can't be shipped to you, then it's probably an idea not to bid. besides, the onus is on the buyer, not the seller, to know whether or not the item can be imported into their country.

Probably an error in the listing as there is no benefit to the seller to list otherwise.
If using turrbolister it does not give you any other option.

There has been an ebay glitch with sellers country posting blocks removed on listings without the sellers realising it.
so best not to SHOUT about it.

Even if it is not a glitch it is up to buyers to know the import restrictions of their own country, there is no obligation on the seller's part to source that information. How could any company possibly find out the rules for every single country in the world?
This is made very clear by Paypal who will find in the seller's favour if an item shows as having made it as far as customs and then is siezed.
