Yes, i agree some people here got unecesariloy nasty and criticla about anybody involved with these dolls. However, what these dolls are and what they are not is very much relevant to the issue of the current listing.
if you accept that they are all piece of art, and as a such intelectual property of the artist, then they should be signed and only re-sold with certificate. However, these dolls are made out of a kit, so while one person puts them together and paints them, the basic shape of face and limbs is the creation of the original creator. I know some people who buy these dolls and the first thing they do when they get them is they take them apart, often "fix" the paint job.
As I already said above; it is very difficult to state what can or cannot be termed NEW here on eBay. In case of the doll; if a person who paints these dolls finishes one, packs it in a box and leaves it in her cuppoboard before sellinig it, is it still new? if she sells it and somebody keeps it in their cupboard for 6 months - is that different? What if somebody makes a doll, leaves it sitting around for 6 months, then decides it is not quite right and so does bit more work on it - what should its certificate say?
Without answering these questions there is no way to answer OP's question about how/what she can report.
As far as "collectibility" goes, it will be the same as those reproduction china dolls that people used to make in 1970s and 80s. I paid small fortune for couple - few hundred dollars = close to my weekly wage. We were also told they are collector items; I bought them from the special shop in Bloch Arcade in Melbourne; they were made by recognised "artists". and I can tell you they are worth zilch. I have seen one in perfect condition, made by one of the well known people, on eBay early this year, and I think it went for $5.
