winning bidder changes mind and doesn't want to pay!

Beware of fraudulent buyer

I contacted them after non-payment and they then responded saying they changed their mind. I said that this was not a satisfactory outcome and would raise it with eBay.  They sent me a "hahahahaha - Smiley LOL" response.

Please avoid or delete their bids.

Ring ebay & report them and let them read the messages.

I'm not saying that's ok but they do have the right to change their mind. You get used to it. I just block them. Doesn't happen often so best not to stress as it's happened and you can't change the situation.

Open an unpaid item dispute 4 days after the listing ended, then close it again after exactly 4 days to get your fees back. The buyer will get a strike against their account. As already mentioned, add them to your blocked buyer list.
