Do you get the same error if you use a different browser?

"Access Denied" errors when trying to check out or pay usually indicate some sort of network error.

If you are using a VPN, try disabling it.

If you are using a custom firewall, that may be causing problems.

Try signing in using your phone or laptop when not connected to your usual network WiFi.

See this thread on the US discussion boards for further suggestions of things to try:

Maybe you can try what was suggested here some time ago: https://community.ebay.com.au/t5/Buying-on-eBay/Access-Denied/qaq-p/2246761/comment-id/34554#M34554

I had a similar problem with another site that suddenly didn't like Aussie IPs, possibly because they had reached their maximum bandwidth, as they did say in their help section they might temporarily disable access to some countries if they are close to their maximum bandwidth usage. Suddenly, it started working again (after a couple of weeks or so).

Your problem is different though, as you are trying to access eBay Australia from Australia, so the solution above might work.
