How do I contact the EBAY task error section to report my Return function is not working

For the past five days I have unsuccessfully tried to process Returns in the required manner and a message comes up stating "it is EBay's fault and to try again".  Can you help me please.

Is it a log-in loop problem on your computer ?

 

If so, have you tried the usual "fix" of clearing cache and cookies then rebooting your computer ?

 

Have you tried using a different browser ?
