I am experiencing Discrepancies between Postage I Quote in my listing & Postage Charged to my custom

I regularly notice the amount I quoted in my listing is reduced in my Summary report, How & Why is this happening?

I am not using eBay Labels & if I were it shouldn't affect what I add for Packaging & Handling.

Is your summary report (I don't use them) pre- or post-sale? There is a difference, eBay fees.
