Try using a different browser, or the eBay app to make those changes. Try one at a time.
Are you getting an error message?
Your registered email address must be unique, so if you are getting an error that the email address is already associated with an eBay account, you must use a different email address. There may be limitations to the number of eBay accounts associated with a phone number as well, though I do not think the phone number needs to be unique.
I seem to recall a similar thread on one of the US discussion boards; someone recommended a workaround involving Canada, though I am not sure if the trick was to make the changes on the Canadian site, or to change the country code to Canada before changing back to the correct country.
