sellers should be made to accept at least $1 of the price when they say make an offer as its a waste of time when they only come down 20 cents in 3 offers as its a waste of time for everyone

Perhaps you have come across listings which have been unilaterally edited by eBay (NOT the seller) to have "make an offer" implemented.

Perhaps you have come across listings for which the seller includes "make an offer" only for cases where the buyer is buying multiples.

Perhaps the seller's margin is very tight, and he can only afford to give a 20 cent discount.

Remember - the item belongs to the seller, and he/she can use the "make an offer" function to suit his/her business model.

(eBay do not have the right to enforce a discount minimum upon the seller.)
