@12runaways,

Note: you're not contacting eBay by posting on these boards. They are public forums on which any eBay member can post, and the responders are, like you, fellow eBay members who give voluntary helpful advice and information. (The standard of help is usually well above the type of cut-and-paste help provided by eBay customer service.)

I'm not quite sure what you are actually saying... but I think you're posting that you received a necklace from a seller; the necklace fell apart after you wore it twice. You weren't able to get your money back, as you were informed you had only 30 days to open the dispute, and someone sent you a message that offended you. Does that summarise it?

Did you try opening a case for Not As Described under eBay's Money Back Guarantee?

eBay-PolicyCircle.gifWhen a buyer doesn't receive an item

If a buyer doesn't receive an item, the buyer needs to open an item not received request so that the seller is aware. The seller should address the buyer's concern and provide updates on the delivery of the item, tracking information, or a refund.

If the buyer doesn't receive a response from the seller or isn't happy with their response, the buyer can ask us to step in and help.

If asked to step in, we review the information provided by the buyer and seller for evidence of successful on-time delivery to the buyer. We require proof of signature to confirm delivery for items with a total cost of $750 or more.

If we determine that the item wasn't successfully delivered, the buyer will be refunded the full cost of the item and original postage via PayPal or as otherwise agreed. The seller will be required to reimburse us for the amount unless the seller can provide compelling reasons as to why the seller should not cover the costs. It is up to the seller to ensure that items are correctly listed and packed appropriately to avoid damage to the item in transit. Learn more about reimbursement.

If it's too late for an eBay dispute, perhaps there is still time for you to lodge a PayPal dispute (if the eBay Money Back Guarantee time has already passed). You have up to 180 days to open a dispute using PayPal Buyer Protection, and once you've opened the dispute, you must escalate the dispute to a claim NO LATER than 20 days after opening the dispute.

Do not - absolutely do NOT - close the dispute without getting your full refund. The seller could promise a refund, tell you that you need to close the dispute in order to get the refund, and that would be that - you'd be stuck from that moment onwards, because once closed a PayPal dispute can't be re-opened.

If you do open a PayPal dispute, even though you don't have an item that is significantly not as described (hence it's not a case of you needing to return a faulty item), you may want to ensure that you've already activated PayPal's Refunded Returns, "Get your money back on return shipping [...] Pay with your PayPal account and we can refund your return shipping costs if you need to send anything back – up to $45 per return and 8 returns each year."
