I purchased a pair of boots 8 weeks ago and I still havent received them. The seller keeps telling me that they are on their way and to wait a little longer. I feel I have waited long enough. I am wondering how much time I have to leave feedback for this person before it is removed from my 'leave feedback list'

You have 60 days to leave feedback and 45 days to open a dispute when paid by paypal.

If you paid by paypal and funded by a credit card then go to your bank about doing a chargeback,
