i bought on ebay and paid via paypal but complained because i did not receive my purchase long after the promised date so paypal refunded me. BUT the purchase did arrive now (and vary late, maybe because of covid ) so i now desperately want to pay the seller.
How do i pay the seller now ?

If you have the seller's email address, repay that way. Or reverse the refund through Paypal. Otherwise ask the seller to email you an invoice. eBay shouldn't care, as the transaction is complete, but I would do it through Paypal to be on the safe side of eBay's off-site trading paranoia.
