there is no 'ADD PHOTOS' in my listing, how can I add a photo???

When I try to list an item there is no facility for  ADD PHOTOS, instead it asks me to

Add photos

Enter the URL (Web address) of photo to link to on a Web server

This is not what used to be there. I simply want to browse my computer and add photos, can you help??????
