Hi, I have listed an item and excluded overseas locations. I have noticed that someone from overseas has bid.(not the top bid at the moment) I re-checked my ecluded locations and noticed that i missed checking 1 box. Yesturday i revised the listing and made sure that there is definately excluded all overseas locations. However, i noticed over night that the overseas bidder is still able to bid and has been doing so. How can i stop this?

You have presumably set up postage location exclusionsโฆ but youโll also need to set up your buyer exclusions.
Quoting: โOnce you've set up and applied your postage exclusions, buyers won't be able to complete checkout with a delivery address that you won't post to. However, buyers from these regions could still bid on or buy your items, unless you've also set buyer requirements.โ
To set up those buyer requirements, the link is here: https://www.ebay.com.au/bmgt/buyerrequirements

Presuming it's the thermomix, either
1) The buyer hasn't read the description or
2) They're not genuine - most likely
On the off chance the settings allow further bids, they shouldn't .....but if the buyer does end up winning you'll have to go through the 'cancel a transaction' and relist.
I suggest you add the buyer to your blocked bidder list immediately so no further bids can be made.
Their existing bids would remain.
You also have the option of cancelling their bids but that could drop / lower the current high $$ amount
