It is only completed before you get the item if you have given the seller feedback
There are two sides to feedback, what the seller leaves the buyer and what the the buyer leaves the seller
Unless either party leave it too long to leave any feedback
Most of the feedback you give is the exact same comment
Do you have auto feedback set up?
No idea how that works, I actually type feedback for each seller, rather than a generic comment for all

Some sellers leave feedback after they have sent the item as there is nothing more they can do as the buyer
has fulfilled their part of the transaction and it's then up to the postage service to get the item/s to the buyer .
If there is a problem with the item then the buyer can contact the seller to sort it out and they can then leave
feedback after they receive the item or if there was a problem with it or not receiving it and follow up feedback
can be left by the seller or buyer.

Sellers can leave feedback as soon as it's sold.
Many do it as soon as the buyer pays, on the principle that the buyer has then met their obligations.
I have one semi-regular buyer who leavers his feedback as soon as he pays; he is a very confident, trusting sort of fellow

I do it after posting so that the buyer has an added "notice" that it's all gone well and it's on it's way and there
is nothing else I can do from my end and my check list is complete.
Early on when I first started selling I had a number of sellers leave feedback and then wouldn't post for days
afterwards so saw it as pointless as the transaction wasn't completed from the sellers end which is what posting
the item/s does.
To me seller feedback is the sellers response to how the transaction went from their end and leaving feedback
after posting shows that it all went well and the buyers feedback is their response on how it went from their end.
