If it's a log-in loop try the usual fix - clear cache and cookies then reboot your computer. Also if using IE as a browser switch to Firefox or Chrome.
The problem probably isn't between eBay and Paypal, but between you and Paypal, or you and eBay.

Try another browser, particularly if you are getting a spinning progress ring after attempting to sign in to PayPal.
If you are using Firefox on a desktop, try temporarily disabling ad blocking and Enhanced Tracking Protection on eBay and paypal.com -- try signing in to PayPal in another browser tab, and then use the shield icon that appears to the left of the page address in the Firefox address bar to disable it on that site. Then try checking out on eBay again. Or try paying via a mobile browser or using the eBay app.
Going to your PayPal settings using the gear icon and selecting Security, and enabling One Touch checkout in your browser may also help -- you can disable it later if you want.
