what are the seller profiles soon to be required in new listings and when do they start?

Creating new templates/items on Tutbo Lister you get the new warning about seller profiles.  Does anyone know what this is all about ?

I emailed Ebay about the same issue and this is what the warning is about - http://pages.ebay.com.au/help/sell/business-policies.html .

Right now it isn't compulsory but much like item UPC's etc. it's only a matter of time.
