you need to provide more detail, like:
- did you receive an email from eBay explaining anything?
- is it that you just can't sign in?
- were you a seller?
- if you had been a seller, have you ever had warnings from eBay about your selling?
Without more detail, we can only speculate.
And, the answer to your question is "yes". eBay can do anything on their site.

Are you sure it really was eBay how told you?
How did they tell you ? random email? phone call? eBay message?

The account you posted from is obviously working. Was it another account that has been allegedly closed?
My first thought was that it might be a scam too, like a phishing email so that you click on a link to fix the problem, and then they steal your details.
But they can also close accounts, usually not without a warning.
I just remembered that they also close accounts if they have been inactive for a long time?

Not sure what you consider to be a long time, but my brother's account has been inactive for over 15 years and is still alive.
