hi - can anyone tell me the best government or consumer body to lodge a complaint against ebay?

as the tickets are 'time sensitive', do you have tracking to show they have been delivered?
I wouldn't even think about complaining, until delivered!

they will be delivered by transfer and process recorded

What exactly is this. ??

Tickets will arrive by email to me - if they are barcodes claimable on Ticketek I will transfer directly into the buyers account . My daughter is the expert on this. She will screenshot the transfer.

did you see this (from the link)?
The Victorian Government may apply strict requirements around the sale and distribution of tickets to specific ("declared") events. For more information, see Part 9 and Part 9A of the Major Events Act 2009 or the Sport and Recreation Victoria website.
Tickets to declared events may not be sold on eBay.

ok
so maybe I should cancel the sale and refund the money

But you have stated - to be sent by Sendle - the worst - arrival could be up to 30th.
How do you prove you have sent these tickets by email - to eBay. ??

won't be sendle

In the listing you have stated you are using Sendle for them
I doubt you can 'transfer directly' to the buyer using eBay messaging
And you are not allowed to email them directly to their personal email address
Nor is a screenshot acceptable proof of anything as far as eBay is concerned
I honestly do not know what you should do/want to do
Any which way is likely to end up in a mess
