Ebay recently asked me to verify my bank details after I'd had a sale under $20, the micro deposit procedure was verified the same day, almost immediately. So maybe it is a random check.

That's fine if it's a random occurrence, and that is what the support tried to tell me - However this happened immediately after I made the sale so it wasn't random - and a little bit of honesty and explanation of what is really going on would help.

Paddy has already shown you, and even highlighted about high priced items
And you yourself said you sold a high value item, which is not what you usually sell which triggered things
You are complaining about something that is in place for a reason, including to protect buyers from hijacked accounts and to make sure it really is the real seller's bank account the $$$$ will be going to
It is all explained in the user agreement
And members have given you honest, factual answers

You admit that the T&C's say that, and you clicked yes to agree to the T&C's. So I'm unclear what complaint you have, the only one I can see is that you are complaining about yourself not reading the T&C's, or if you did, agreeing to something you didnt agree to. I don't think you can complain about yourself to a consumer body.

It took members to do this , not customer service - Ebay itself should be making the the reason for the hold on funds clear once they take action. They should also have a clear set of parameters as to when this will be enforced - not some vague reference to "High priced item" - So what is that ? $500, $ 1000, ? It can be any amount in reality - read the user agreement.
And to be told that the person giving me information I want to complain about is the person who will handle the complaint is a joke. And as it turns out their information was wrong. So it is obvious that any real concern from a consumer's point of view needs to be take to authorities outside of the Ebay network. As any complaint inside Ebay is handled with "Read the all encompassing set of rules and regulations which cover and entitle us to do and act as we please". Any complaint about us is handled by us - read the rules

You will be flogging a dead horse if you try that because eBay will simply refer to the T&C's that are relevant to that hold.
Just wait out the hold period and then you'll get your money.................

I'm complaining about the customer service , the lack of clarity around the agreement , and the lack of clarity as to the reason the funds were put on hold. Also the lack of any dedicated complaints process.

The T&C's are very clear - and above board.
No ' Authority ' would disagree with this.
You have no choice but to wait - either for positive from the buyer - or test your luck with the buyer.
25 sales in a year isn't exactly frequent.
