EBAY NEED TO IMPLIMENT PHOTO DUPLICATION SOFTWARE TO HELP IDENTIFY FRAUDULANT ACTIVITY OR SOME OTHER MEANS TO BE ABLE TO CHICKLY CHECK A SUSPECT ITEM OR SELLER

No they don't.
If a pic is in eBay's catalogue, then ANY seller is able to use it.
Them's the rules and have been for several years.
