Not "part" of eBay, but as stated in this thead https://community.ebay.com.au/t5/Buying/is-this-coupon-legit/m-p/2483707 it appears to be legit (like Cashrewards for example).

It is legit, but when you try to sign up they ask for your cc details (I just tried) and I didn't want to share them, as I don't like to have my cc details on any site. Cashrewards also accepts PayPal for payment, and I hoped they would too.
