I have a buyer asking me to send them an invoice (we agreed an reduced price) but I think they have only added the item to their Cart
Do they need to actually buy it and wait for me to then send an invoice

Long time since I sold here but am guessing you cannot issue an invoice if there is no purchase. I could be wrong and someone will tell us.

if its in the cart, there should a request total button for them

Or if they sent you a PM from the item, there is often a send often option for you from the PM, but not always

Yes and no Daydreams, technically an invoice is not for a paid item - that's what a receipt is for - as Sugar said if they want an invoice then all they have to do is go to their cart or the offer acceptance notice (which they only have a certain time to pay for the item otherwise an NPD can be actioned), there's no need for a seller to send them an invoice, nor would a seller have their details (email etc) to send an invoice.
