eBay seller paid $4500 US on 21 May, still not shipped by 21 August?

eBay Item : 233594411705


I purchased the Noritsu film processor in good faith via eBay


To this day the seller has not shipped the processor


The main issue he claimed to be the PO Box address that appeared on the Pay Pal paperwork.


So I sent him the Street Address via eBay messages, however he claimed he could not change the address that way. It had to be what appeared on the original order?!


He claimed that due to US Government regulations, the shipping address must be AS shown on the Pay Pal invoice?


The suggestion by eBay Help was that the address could not be changed on a pay pal invoice, unless the money was refunded then a new purchase made with the street address rather than PO Box.


Sounded fair enough...


I contacted the seller (a month ago) who was less than willing to refund the money even though he would get it straight back with the new purchase.


I guess he no longer has the money to be able to issue the refund?


He suggested that I needed to shop elsewhere while not even offering a refund!!


Even though I still very much want the film processor for my customers I am still hoping he will reconsider honoring the purchase as made via eBay


I am not sure how a seller can receive $4900 US, keep it for 4 months and not follow thru with the transaction?


Nor how he can continue to list on eBay the exact same the processor I purchased x4!


Having spent the past 3 days trying to complete the Resolution Centre process on Pay Pal everytime I press submit I get

Are you trying to open the dispute on eBay or PayPal? It's too late for eBay, so you need to use the PayPal dispute.

Spent the past three days trying Pay Pal but the Resolution centre form fails on submission..!!

I know this doesn't help now, but how did you think something that size was fitting into a PO box?

 

To save yourself some grief next time, change your address in Paypal when you go through checkout.

 

A seller can only send to the address given in checkout.

Items sent to a PO Box don't actually have to fit in a PO Box - the PO holds them until the recipient collects.

 

US PO Boxes don't, however, have the same level of proof required to open them, and eBay (a US company) fuels paranoia about buyers using them.

 

And if a courier, like FedEx through the GSP, is the carrier, then PO Boxes aren't a deliverable address.

 

All things the OP could have easily checked prior to purchase.

 

As far as the contention by the OP that a refund and repurchase would be revenue-neutral for the seller goes, the OP obviously has no idea of how Paypal works.

 

OP - if the seller cancelled and you repaid, they would be paying in the order of 3% fees which Paypal don't refund. A lazy $150 for your laziness.

It was never intended to try an fit it into the po box!

 

I paid via pay pal and thats the address it attached...

 

It didnt give me the opportunity to change it to the street address at checkout

 

Didnt think it would be an issue to change the address manually on the shipment..

Unfortunately I was so keen to get the guy paid that the address was the last thing I looked at in the checkout..

 

I really thought it was just a matter of sending him the correct address via eBay messages and he would be able to change it

 

He stated US Government Regulations for which i have found no trace of, was the reason he couldnt just change the shipping address...

I also purchased a $2900 US Film Scanner from same seller on May 21, on the same day as the processor

 

He didnt report that to eBay as being shipped until 16 July

 

eBay show it as Delivered on Friday 7 Aug 2020

 

But it actually arrived last Monday 17 August..!!

No. Paypal don't refund fees.

 

So you have bought from this seller before, and you still haven't worked out how to change your address at checkout?

It's not a government regulation as such, but the seller would have no access to any protection if they sent you the item to an address that was different to what it states on the payment receipt - considering the high value of the item, someone asking to send to a different address after payment would be a huge red flag, as in, a big enough red flag to cause many sellers to no longer want to have anything to do with the transaction at all. I'm not saying this excuses no following through with any other options or at the very least, refunding, but it does explain their reluctance to change address, and also what made them suggest you shop with someone else. 

 

How did you fund the payment?
